Truth and Reconciliation

 In 2015, The Truth and Reconciliation Commission (TRC) identified early learning and child care (ELCC) for First Nations, Inuit, and Métis people as part of redressing historic wrongs, as had the Royal Commission on Aboriginal Peoples in 1966.

First Nations, Inuit, and Métis ELCC frameworks and the IELCC

The TRC and subsequent commitments to Indigenous peoples set the stage for the First Nations, Inuit, and Métis ELCC frameworks and the umbrella Indigenous Early Learning and Child Care (IELCC) Framework. The IELCC recognizes the distinct rights, interests, and circumstances of First Nations, Inuit, and Métis Nations that must be acknowledged, affirmed, and implemented.

High-level principles underpinning ELCC development and provision are shared among First Nations, Métis, and Inuit peoples. For all three groups, cultural identity is central and self-determination is key in designing and delivering ELCC programs. Each group has its own cultural priorities with respect to serving children and families.
